Position: Accounting Coordinator

Reports To: Finance Director

Salary Grade: (7) $16.50 per hour

FLSA Hourly: Non-Exempt

Position Summary: The Accounting Coordinator is responsible for the coordination of accounts payable, employee payroll, and deposit functions for the Director of Finance of the Kingsport Housing and Redevelopment Authority (KHRA). Activities associated with the job also include interacting with vendors and processing vendor payments. Additional activities include counting all funds received for housing programs, preparing deposits, and maintaining and reconciling petty cash funds. Job related duties require strong organizational and interpersonal skills to perform a variety of administrative activities, good mathematical skills, and the ability to effectively prioritize activities required to meet all established deadlines and reporting requirements through dedicated attention to detail. Job performance is evaluated by the Director of Finance through review of the organization and accuracy of files and accounting operations, knowledge of housing authority administrative and accounting operations, and adherence to policy and procedure. Job related duties are also subject to HUD and independent audits and reviews.

Essential Functions: Prepares, processes and maintains all accounts payable ledgers; processes payments to vendors, maintains check registers and prepares monthly payable reports. Counts all funds received from affordable housing and other housing programs and prepares deposit tickets on a daily basis. Examines and audits invoices, vouchers, check requests and/or statements for classification of expenditures to the appropriate program and account. Enters transactions into the accounting system ensuring the proper allocation to the appropriate program account(s) and/or Project. Creates check runs and reports for batch processing transactions to the general ledger system. Maintains all payroll records and supporting documentation and prepares bi-weekly payrolls for housing authority employees. Prepares federal and state taxes on a bi-weekly basis and submits in accordance with established deadlines. Maintains petty cash and all related financial records. Transmits direct deposit files to the financial institution and prepares batches for checks and direct deposits. Prepares year end audit documentation for accounts payable and payroll transactions. Assists with developing and maintaining filing systems for the Accounting Department. Performs related duties as required. Necessary Requirements: Graduation from an accredited two year college or university with an Associate's Degree in accounting, Financial management or related field supplemented with additional coursework in office and/or business administration and accounting; Considerable knowledge of computerized information systems, programs, hardware components and software applications; A minimum of three years of progressively responsible experience in an office setting; Strong organizational, interpersonal skills; Considerable knowledge of file and records management, retention and organization; Considerable knowledge of acceptable accounting practices and methods including the use of internal controls and accounts payable and receivable transactions; Dedicated attention to detail; Or, any equivalent combination of education or experience to perform the "Essential Functions" of the position. Knowledge of GASB and FASB pronouncement, housing authority operations/federally subsidized housing programs, and general knowledge of social service programs offered by the housing authority is preferred.

NECESSARY SPECIAL REQUIREMENTS: Possession of a valid Tennessee Driver's License and the ability to be insured at standard vehicle liability rates. Must be bondable.
