General Description of Duties
Necessary Special Requirements:
Requires a State of Florida "Class E" Driver's License to operate a County vehicle.

GENERAL DESCRIPTION OF DUTIES
This position reflects the division's goal to effectively serve the residents of Leon County by providing leadership, coordination and assistance to divisions to facilitate the delivery of services consistent with Board policy. The position assists the Director and other senior staff with conducting, coordinating, researching, analyzing, and reporting on policies assigned by the County Administrator.
ESSENTIAL DUTIES
Independently conducts research and analysis on projects assigned by the Director. Independently conducts research and analysis activities on assignments as directed Collects relevant data and other research materials. Confers with County government staff and external stakeholders on assigned issues. Prepares and presents oral and written reports on special assignments to supervisor.
Assists the Director and Senior Staff in all phases of management analysis, including, but not limited to preparation of agenda items, budget development, resolutions, and related management matters. Researches, analyzes and prepares reports and memorandums. Serves as a liaison with County Departments, external agencies, and officials on contracts related to the Department. Performs other assigned legislative and public information special projects.
Serves as a point of contact for citizens with specialized questions about a program administered by the Department. Coordinates with the necessary internal or external stakeholders to solve problems. Collects relevant data and other research materials for citizens and staff as needed.
Monitors contract compliance and process accounts payable related to program expenditures. Process accounts payable. Monitors contracts to ensure deliverable compliance on services provided to the County by outside contractors.

KNOWLEDGE, SKILLS & ABILITIES
Knowledge of the general operational practices of state and county government. Professional knowledge of the operational practices of state and federal legislative branches. Knowledge of basic accounting or budgeting principles. Skill in written and verbal communication. Skill in data collection and analysis and computer efficiency. Must possess organizational skills. Ability to organize and present clear and concise oral and written reports. Ability to take on multiple tasks and meet set deadlines. Ability to ascertain potential impact/outcome of policy decisions, both externally and internally. Ability to identify, monitor, and timely report on and advocate for legislation or other issues that impact county government.
COMPLEXITY OF WORK
Sound independent judgment is needed in order to determine/interpret County practices/policies. Independent judgment is very important when dealing with broad constituencies and varied community interest. Work requires initiative and creativity in seeking solutions to a wide range of problems identified by the Board of County Commissioners. Deadlines are paramount in this position. Must have the ability to work with other individuals, departments, agencies and the broader community to meet deadlines. These deadlines are a constant reality of the position. Attention must be shifted frequently as new projects are added on a weekly basis. Problem solving skills are also key to this job. Problems presented include financial, policy, legal, and programmatic components. Employee must seek appropriate sources of information to address each component.
INTERNAL AND EXTERNAL CUSTOMER CONTACT
Internal and external customer contacts consist of County Administration, Deputy County Administrator, Director – Office of Financial Stewardship , and Senior Analysts concerning project status, strategy, and assignment. External customer contacts include, but may not be limited to Constitutional Offices and City of Tallahassee officials.
EQUIPMENT, VEHICLES, INSTRUMENTS AND TOOLS USED
County vehicle, personal computer, spreadsheets and word processing software.
WORK ENVIRONMENT
Work is mainly indoors seated in a chair at a desk in an office setting.
MINIMUM REQUIREMENTS
Requires graduation from an accredited four year college or university with a Bachelor's Degree in Political Science, Public Administration, or a related field and two years of related work experience. A minimum of six years of experience in local or state government in an analytical, budgetary or capacity related to the job functions can substitute for education. Master's degree in Public Administration or a related field is preferred.
